只要满足电平逻辑规范，即所谓的ViH，VoL等就可以，FPGA支持的IO电平还是蛮丰富的，3.3V COMS的FPGA IO与3.3V的单片机IO互联肯定没有问题，和5V的单片机相连的话最好还是采用电平转换芯片，一是保证逻辑功能正确，二是起到隔离保护作用
